Add require_[js|css]_order

Wanted to add the ability to order the incoming js/css script tags when using include_required_[js|css]. Sometimes its important to make sure the order of the includes are correct.
Here is my result, with tests. I would have rather amended the current require_[js|css| functions, but it looked to be sloppy. Let me know what you think?
